Libraries Without Late Fees
For more than a century, public libraries charged small fines for overdue books. In recent years, a number of city library systems have abolished these fines. One large system reported that, in the year after fines were removed, the number of returned books that had been overdue for more than six months rose by 14 percent.
Library managers explained that fines had often kept away the people who most needed the library. Families who could not pay accumulated fines simply stopped coming, sometimes leaving books at home for years. Without the fear of a bill, many of them came back and returned what they had borrowed.
Critics worried that people would keep books longer if there were no penalty. In practice, most libraries found that the average borrowing time changed little, because borrowers still received reminders and could not borrow new items until old ones were returned.
