When a city began charging shoppers a small fee for each plastic bag at supermarket checkouts, the number of bags handed out fell by about 75 percent within a year. City officials described the policy as a clear success for the environment.
A closer look at the data revealed a complication. Sales of thicker plastic bags sold as rubbish-bin liners rose sharply in the same period. Many households had previously reused their free supermarket bags to line their bins; once those bags disappeared, they bought heavier bags instead. Because the bin liners contain more plastic per bag, part of the reduction was offset.
Even so, researchers estimated that the total amount of plastic used for bags still fell, though by much less than the headline figure suggested. They argued that policies should be judged by their full effects, including what people do instead, not only by the change in the behavior being targeted.
