Earthquake early warning systems rely on the fact that seismic waves travel through the Earth at a finite and measurable speed. When an earthquake occurs, sensors near the epicenter detect the initial, less destructive waves and transmit an alert before the slower, more damaging waves arrive at more distant locations. This gives residents and infrastructure operators, such as railway and power plant controllers, a brief window ranging from a few seconds to over a minute to take protective action. Although the technology has proven effective in reducing casualties, its usefulness diminishes sharply near the epicenter, where the warning time may be too short to act upon at all.
